How do ya do affordable teepads

So without help from the park/county, I need to figure out how to install teepads cheaply enough to get it done. Any suggestions from the pros (at installing teepads?)

You can try and find a place around there that has recycled concrete. You can build a form, put the ground up concrete in it and tamp it down really good and once it rains a few times it will rehydrate the portland cement and it will harden back up just like it was new.
